Sticky Downward Wages

Wages that are not flexible will be a cause of some unemployment.  Explain at least two reasons that wages are not flexible going down (i.e. sticky downward wages).

Discuss potential flaws in using the unemployment rate, as it is currently calculated, to determine the state of employment in this country.  Which groups might not be counted or might be counted but are not working to full potential?
